We are looking for dedicated, caring and compassionate people to work in our Residential/Outpatient Treatment Facilities and Community Programs.
Regular Salary: $65,000-$80,000/Yr
Job Summary: The Program Director is responsible for overseeing the daily program operations of Women’s Residential and Outpatient treatment programs; and ensuring the provision of quality treatment and care for unit’s clients in accordance with the requirements of all regulating bodies, Straight & Narrow’s mission, vision, values and philosophy of treatment. Act as a liaison between Straight & Narrow and members of the Drug Court Team, DCP & P, and any other referring entities.
Position Specific Job Duties and Responsibilities:
The director of substance abuse counseling services shall be responsible for the direction, provision and quality of substance abuse counseling services, including the following:
- Developing and maintaining written objectives, policies and procedures, an organizational plan and a quality assurance program for substance abuse counseling services that are reviewed by the administrator.
- Ensuring that the behavioral and pharmacologic approaches to treatment are evidence-based or based on universally accepted information to provide treatment services consistent with recognized treatment principles and practices for each level of care and type of client served by the facility.
- Providing or ensuring, and documenting, that direct clinical supervision is provided at least one hour per week to all clinical staff, individually or in a group setting, with group supervision not to exceed 50 percent of supervision time, as well as any clinical supervision requirements under N.J.A.C. 13:34C;
- Ensuring that substance abuse counseling services are provided as specified in the client treatment plan and coordinated with other client care services, if applicable, in order to provide continuity of care;
- Ensuring that the assessment, diagnosis and treatment of clients with co-occurring disorders is provided by appropriately trained and qualified clinical staff and that the clinical supervision of such staff is provided;
- Assisting in developing and maintaining written job descriptions for substance abuse counseling personnel and assigning duties;
- Assessing and participating in staff education activities and providing consultation to facility personnel;
- Providing orientation to and evaluation of new counseling staff prior to assigning them counseling responsibilities;
- Ensuring that all counseling staff are properly licensed or credentialed in accordance with this chapter;
- Participating in the identification of quality care indicators and outcome objectives and the collection and review of data to monitor staff and program performance;
- Participating in planning and budgeting for the provision of substance a counseling services; and
- Ensuring that clinical staff, including counselor-interns, are supervised by the appropriately credentialed staff.
- Maintain operation of program in accordance with federal, state and local regulating agencies including the Department of Mental Health and Addiction Services (DMHAS), DCP&P, DCF, Commission on Accreditation of Rehabilitative Facilities (CARF) and Health Insurance Portability, and Accountability Act (HIPPA).
- Ensure that programs censuses remain at matrix in coordination with admission department
- Develop immediate and long-term goals for Women’s programs.
- Ensure that programs’ treatment and didactics are research based.
- Ensure that staff submits appropriate billing documentation for all client services rendered according to policy.
- Prepare monthly Annual Report for Women’s Programs.
- Ensure that all Policies and Procedures relevant to the operation of the women’s program are written, approved and filed in the Policy and Procedure Manual.
- Ensure that Policy and Procedure manual is accessible to all staff and clients on women’s units.
- Ensure the visible posting of client’s rights, the telephone number for filing a complaint, the facility’s license and all other documents that regulating agencies require to be posted on the women’s units.
- Ensure that all staff is trained in agency’s Policies and Procedures.

- Maintain contact with regulatory bodies as necessary.
- Ensure that all materials required for monitoring reviews by licensing, accrediting or regulating agencies are prepared.
- Write and effect all plans of correction in coordination with Director of Special Initiatives
- Ensure that all clinical documentation is reviewed, logged and up to date according to P&P
- Ensure that all multidisciplinary team meetings (MDT), clinical supervision and staff meetings occur as scheduled and are appropriately documented.
- Be involved in direct client care by taking on a case load of 2 to 4 clients
- Substitute for counseling staff when short-staffed to ensure continuity of clients’ services.
- Ensure that all clients receive appropriate co-occurring services, appropriately documented and billed for, in a timely manner.
- Provide clinical consultation for all clients that receive co-occurring services and ensure that pertaining documentation is forwarded to the billing department.
- Liaison with Straight & Narrow administration and attend all required meetings and events.
- Develop and maintain written job descriptions for all direct reports and assign duties based upon education, training, competencies and job descriptions.
- Conduct annual performance evaluations for direct reports and ensure that evaluations for all other employees on the women’s units are completed by appropriate staff.
- Seek Human Resource’s approval for termination of all staff members whose lack of performance or inappropriate behavior warrants such an action within the framework of Straight & Narrow personnel policies.
- Approve vacations, personal and sick days for direct reports.
- Act as the person of appeal by clients for any concerns regarding program functions and/or staff interactions, especially in the matters of complaints and/or grievances.
- Ensure that Client Weekly Activity Reports are completed and forwarded to Program Evaluation Committee weekly.
- Prepare program to be ready for any accreditations that the agency may pursue.
- Manage and investigate incidents involving staff in collaboration with HR
- Oversight of Alpha I, II and III
- Management of CIRS and related reportable events
- Oversight of investigations deemed reportable to the state and completed of corresponding state reports
- Completion of documentation related to State audits and licensure requirements
- Collaboration with external referral sources, DCPP, DC, etc.
- Participate in on call responsibilities
- Assist with other Straight and Narrow programs as assigned. Participation in departmental compliance systems and ensuring all clinical services and structured activities are documented within a 24-hour timeframe as indicated per policy.
- Facilitating walk-throughs on residential units to ensure compliance with licensure regulations and provide direct observation and support of clients in their living environments.
Qualifications:
- Be a New Jersey licensed psychologist with at least five years of experience in addiction services, two of those years in a supervisory capacity, who possesses a Certification of Proficiency in the Treatment of Alcohol and other Psychoactive Substance Use Disorders from the American Psychological Association, College of Professional Psychology, or is a Certified Clinical Supervisor by the Addictions Professionals Certification Board of New Jersey (APCBNJ); or
- Be a New Jersey licensed clinical social worker with at least five years of experience in addiction services, two of those years in a supervisory capacity, who is a certified clinical supervisor by the APCBNJ
- Be a New Jersey licensed professional counselor, or licensed marriage and family therapist, with at least five years of experience in addiction services, two of those years in a supervisory capacity, who is a certified clinical supervisor by the APCBNJ; or
- Be a New Jersey LCADC with at least five years of experience in addiction services, two of those years in a supervisory capacity, who, in addition, holds a clinical Master's degree recognized by the State Board of Marriage and Family Therapy Examiners, Alcohol and Drug Committee, Division of Consumer Affairs, New Jersey Department of Law and Public Safety; or
- Be a New Jersey licensed physician who is certified by the American Society of Addiction Medicine, or is a Board-certified psychiatrist, and has at least two years of supervisory experience in addiction services;
- Be a New Jersey licensed advanced practice nurse with at least five years of experience in addiction services, two of those years in a supervisory capacity, who is a clinical supervisor certified by the APCBNJ, or
- Have a doctoral degree in human services, mental health or social work with at least two years of supervisory experience.
- Incumbents with a master's degree in counseling or social work not possessing any of the qualifications set forth in (a)1 through 6 above, shall obtain LCADC status or another health professional license that includes diagnostic and supervisory authority for work of an alcohol and drug counseling nature by July 15, 2016.
